INTRODUCTION
What is DevLIVE+?
DevLIVE+ is a system intended to collect, manage and visualize data required to assess risks and vulnerability of households, buildings and production areas to both natural and man-made hazards. DevLIVE+ has five implementation stages, these are: (1) organizing the survey team; (2) geotagging of survey elements; (3) enumeration survey; (4) data management and visualization; and (5) data validation and processing. Data gathered from the DevLIVE+ can potentially be utilized as inputs for the formulation of various development plans and different climate change adaptation and disaster risk reduction initiatives.
Implementation Process
DevLIVE+ system is comprised of a step-by-step procedure which starts from point data gathering to viewing and analysis.
Organizing the Survey Team
The municipal local government unit (LGU) will organize their field survey team tasked to gather data from the different survey elements of the entire municipality. The team is composed of 6-10 GPS Operators to do the geotagging, 30 Data Enumerators to conduct the enumeration survey, 6 Team Leaders to oversee the day-to-day field activities, and 1 Field Coordinator to provide overall supervision and guidance to the local survey team.
Geotagging of Survey Elements
Handheld GPS receivers (Garmin GPSMAP) were used to execute the geotagging instead of mobile phones and tablets for more accurate survey results. The GPS Operators obtained the geographic location of survey elements consisting of households, buildings, and production areas through point data collection. Each survey element will be assigned a unique ID number.
Enumeration Survey
For this phase, mobile tablet devices were used to document information. ODK (Open Data Kit) Collect, an open-sourced application for gathering data was installed in each tablet device. The DevLIVE+ survey questionnaire will be downloaded to the ODK Collect application. The Data Enumerators for each municipality will go around the municipality to conduct interviews on households and record data on buildings and production areas.
Data Management and Visualization
Local servers running on ODK Aggregate were installed to each municipal LGU to receive and store the gathered data. ODK Briefcase was utilized to pull data and convert it to a different format readable to Qlik Sense, the data visualization and analytics software used by DevLIVE+. Technical trainings and workshops for the LGUs on how to access, load, visualize and navigate their survey data using Qlik Sense are provided as part of the DevLIVE+ implementation.
Data Validation
Upon completion of the geotagging and enumeration activities, the municipal field team lead by the Field Coordinators and Team Leaders will present the collected survey data to the community, barangay leaders and other key stakeholders. This activity will validate their survey results and ensure quality and accurate data.
Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+) is a tool designed to help communities and local governments in planning their land use and development while incorporating measures to adapt to the effects of climate change in their localities. As a disaster risk assessment tool, the DevLIVE+ can be used to assess a locality’s existing risks and systematically report on exposure data gathered through the system. DevLIVE+ ensures that communities get the right information at the right time to take the right action.
CONFIDENTIALITY
All data collectors and other personnel involved are required to keep any information and images captured and obtained during the interview strictly confidential, especially those relating to any particular household, person, or property.
TRAINING
All data collectors or enumerators are required to undergo the data collector’s training. No data collector will be allowed to gather data for DevLIVE+ without completing the data collector’s training. Participants in the training should be physically and mentally present and should actively participate in the discussions and exercises. The training aims to give you knowledge and confidence in conducting the enumeration, including the mock interviews and the practical field interview in the nearby barangay. It is very important that you, as a data collector, understand the various concepts and operational procedures in the DevLIVE+ data gathering. (See Annex 1 for the DevLIVE+ Training Program)
